Indirect Evaporative Cooling
Indirect Evaporative Cooling (closed circuit) is similar to direct evaporative cooling, but uses some type of heat exchanger. The cooled moist air never comes in direct contact with the conditioned environment.
Traditional evaporative coolers use only a fraction of the energy of conventional air-conditioning systems. Unfortunately, except for in very dry climates, they may increase humidity to a level that makes occupants uncomfortable. Two-stage (indirect) evaporative coolers do not produce humidity levels as high as that produced by traditional single-stage evaporative coolers.
The difference between a conventional evaporative cooler and an Indirect evaporative cooler is that the indirect evaporative cooler cools the air in two operations before it is blown into the home to avoid adding moisture to the cool air. Although both operations use water for cooling, only the second operation adds moisture to supply air.
According to manufacturers, the difference is cool air with a relative humidity between 50 and 70 percent, depending on the climate, compared to a traditional system that produces about 80 percent relative humidity air.
MAINTENANCE
Evaporative coolers require maintenance. Here are some of the items that should be checked ...
lThe water level should be a little below the top of the tray, with the top of the overflow pipe sticking out of the water. If the water is not at the proper level the float arm may need adjustment.
lThe water tray should be free of debris.
lCooler pads should be in good condition.
lWater lines should be disconnected and blown free for the winter in cold climates.

The capacity of an evaporative cooler is measured in CFM, (cubic feet per minute). This
is the amount of air, in cubic feet, a swamp cooler will push through your home in one
minute.
A small window unit may be 2,500 CFM, while a whole house unit will be 6,000 CFM or
larger. Whether it is for a single room or a whole house, there is a simple formula for
determining the proper size of swamp cooler you need.
Figure the cubic feet of space you want to cool, and then divide that number by two.
The quotient will give you the CFM rating for the proper-sized swamp cooler.
For example, if you have a 1,500 square foot home with 8 foot-high ceilings:

Apartment, Air Cooler VS Air Conditioner, What's Better?

I live in a tiny little apartment, maybe 800 sq ft or so. I am in desperate need of something to cool down the air. It's in the 90's all the time and if it were just me and the b/f I wouldn't care, but we have 3 kids and 1 of them is a baby so cool air is a necessity.
I can't decide on whether to go with an Air Cooler or an Air Conditioner (either one would be the floor portable version for we have slider windows that aren't capable of holding window AC units). Obviously the AC wuld be better for it would be soo much cooler and all, but do the air cooler's work just as well? Are they good for making the room feel nice? I don't want to go the cheap route and buy the air cooler and it not work, but then again I don't want to spend more than need be and get the ac and the air cooler would have worked fine.

It depends where you live.
If by air cooler, you mean an evaporative cooler, they work by passing dry hot air (desert southwest) over water using the heat to evaporate the water and cool the air. They work well in dry heat. But if you live in Alabama where the temp is 98 and the humidity is 17,000 you can forget an evaporative cooler. Then you need AC.

Debate: High-speed trains
Should China halt or slow down the expansion of its bullet train network after the July 23 accident in Wenzhou, Zhejiang province? There are three diverse views on the subject.
1、Tragedy exposes railway system flaws
Hexie is the Chinese word for harmony. It was also the name of the Chinese high-speed train that crashed into another bullet train on July 23, an accident deadly enough to make the name sound like an empty slogan.
The tragedy turned the long-held fear that China's fast-expanding rail network is vulnerable to major disasters into reality.
2、Criticism of China out of context
China's railways - including the 8,000 kilometers of high-speed tracks - is symbolic of the changing world. It symbolizes the rise of not only China, but also a new Asia, bold and confident, proud and daring.
Logic demands that China be saluted for its success in the fast rail system. It should be encouraged, too, because fast train networks not only improve lives, but also save lives and protect the environment. Accidents should be met with grief, but frankly speaking, they change nothing about correctness of a course. There is and should be no going back on the fast rail network for China.
3、The price of high speed is too high
China's bullet trains have been competing aggressively with the Europeans and Japanese for contracts in places as diverse as Iran, Russia and even California. It remains to be seen if China's high-speed trains can still conquer the world. But one thing is for certain - they will no longer be breaking world speed records.
